Tijjani Yahaya Kaura has held two structurally different kinds of leadership role inside Nigeria’s free zone agencies: Managing Director and Chief Executive Officer of the Oil and Gas Free Zones Authority, and now Chairman of the Governing Board of the Nigeria Export Processing Zones Authority. The two positions are often conflated in casual reporting, but they carry different responsibilities.
The chief executive role: running the institution day to day
As Managing Director and CEO of OGFZA, Kaura was responsible for the Authority’s operations directly, setting the agenda, executing the governance and transparency priorities he named on taking office, and answering for the institution’s day-to-day performance across his fifteen-month tenure. It is an executive role, accountable for outcomes.
The board chairman role: setting direction and oversight
As Chairman of the NEPZA Governing Board, Kaura’s role sits at the governance level rather than daily operations. A governing board sets strategic direction, appoints and oversees executive management, and holds the institution accountable to its mandate, without running the agency’s daily affairs directly. It is a different kind of authority: broader oversight rather than direct execution.
Why holding both is meaningful
Someone who has run an agency as chief executive understands operational reality in a way a career board member might not; someone who has since moved into a board chairmanship brings that operational understanding into an oversight role, rather than approaching governance in the abstract. Kaura’s sequence, executive first, then governance oversight at a related agency, means his board-level judgment at NEPZA is informed by direct experience of what it actually takes to run an agency like it.
The same distinction inside Inland Drills
Inland Drills Limited benefits from a founder who understands both registers of leadership: the operational discipline required to run a company day to day, and the governance discipline required to hold that operation accountable to a standard beyond its own convenience.
